Would it be worth reconsidering adding spawn eggs to the spawn?
Not all could be added but maybe just some passive animals (ie. Sheep, Cow, pig etc.)?

I think that might present an issue with the lack of mob spawning in spawn, but we could look into making a recruitment center somewhere else

How about in spawn a place where can find any captain from all factions that can't be killed, because it is hard to find them when you want to recruit troops

The spawn market is for building. That's why it's all blocks, (besides a few items) and the prices are so cheap. It's only there to encourage building. Same with fly.
